UK Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a recent study of municipal councils, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that six out of ten of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group said that a high proportion of councils seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise restructuring services and utilising savings to weather increasing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its property management strategy featured the disposal of a shopping centre in Rainham and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be sold under the strategy.

Local Levy Increases and Wider Fiscal Pressures

This research of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will have to raise council taxes next spring to address the growing cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He added: “There are population challenges which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of county councils this week further found local finances being stretched by the increasing figures of children and older individuals needing Send support.

The County Councils Network said that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed planned reforms to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Deprivation and Funding Shortfalls

Based on the latest indices of deprivation (IMD) for English councils, many key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The figures underscores the scale of difficulties facing municipal officials across key cities in the coming year,” the report added.

“Local government leaders have been clear about the need for a equitable and lasting funding system that accounts for and addresses the actual extent of deprivation and demand,” said a council leader.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey revealed.
